What's mandatory (and can't be declined)
Third-party liability — TPL, sometimes called SLI — is required by law on every rental and covers injury or damage you cause to others. You cannot decline it, and it's the single reason the counter price is higher than the online rate. It runs about $15–18/day for most cars. (The rental company pays the state insurer INS only ~$2/day for it — the rest is margin, which is why it's worth comparing operators.)
What's optional (CDW/LDW) — and the deductible catch
Collision/loss damage waivers are optional add-ons, typically $15–40/day. The catch: even with CDW, you're usually still on the hook for a $1,000–$2,000 deductible, and the company places a hold on your card for it. Some travelers are already covered by a premium credit card — check before you pay twice.
Why the online price looks so cheap
The advertised base rate simply leaves out the mandatory liability. It's not (usually) fraud — it's opacity. The fix is to compare the real all-in daily cost, not the headline: base rate + mandatory TPL, then CDW only if you want it.
